Key Insight
When in doubt, classify UP, not down. If you are unsure whether something is OFFICIAL or OFFICIAL: Sensitive, treat it as OFFICIAL: Sensitive. The cost of over-classifying is a minor inconvenience. The cost of under-classifying is a data breach.
